Les Relations entre Gouvernements Centraux et Localités
In this report, we study the relations that prevail between local governments and their central authority. Local governments are confronted to technological, financial and political constraints. We give a brief description of possible modes of intervention and examine different criteria to evaluate their performance. After considering what role local governments should play, we study the nature of relations between local and central government in Canada, the United-Kingdom, Sweden and Chile.
