Bill 7 on the merger of INSPQ and INESSS: CIRANO experts present a memorandum

As part of the committee hearings on Bill 7, professors Olivier Jacques (Université de Montréal, CIRANO) and Nathalie Clavel (Université de Montréal) presented a memorandum analyzing the risks associated with the proposed merger of the Institut national de santé publique du Québec (INSPQ) and Institut national d’excellence en santé et en services sociaux (INESSS). The memorandum is cosigned by twenty professors from various universities, including CIRANO researchers Roxane Borgès Da Silva (Université de Montréal, CIRANO), Delphine Bosson-Rieutort (Université de Montréal, CIRANO), François Castonguay (Université de Montréal, CIRANO), Amélie Quesnel-Vallée (Université McGill, CIRANO) and Olivier Jacques (Université de Montréal, CIRANO).

Their presentation identified several issues, including risks to the population health mission, scientific autonomy and operational capacity of public health in Quebec as well as the risks of losing expertise and critical knowledge.

Should the government decide to proceed with the merger, they recommend to formally recognize public health in the governance of the future institute, preserve all its functions and ensure dedicated and sustainable funding.
