Jean-Denis Garon (Université du Québec à Montréal), Georges A. Tanguay (Université du Québec à Montréal), Nathalie de Marcellis-Warin (Polytechnique Montréal), Ingrid Peignier (CIRANO) and Jean-Philippe Meloche (Université de Montréal) will present the results of the CIRANO report "Étude des facteurs d’attractivité de la région des Laurentides" (co-written with Molivann Panot).

This study identifies potential levers to promote the attractiveness of the region as a place to live, a place to work, a place conducive to investment and entrepreneurship, and a recreational and tourism destination.

The study consists of two parts:

An analysis based on objective data relating to the region's attractiveness factors that are most likely to be catalysts for economic and social success; and
An extensive participatory consultation process (Focus Group and online survey) that studies the perceptions, concerns and needs of stakeholders in the region and the Quebec population as a whole.

By confronting the factual analysis of the region with perceptions, this report draws a portrait of the Laurentians' strengths and weaknesses in terms of attractiveness and proposes areas of work for subsequent stages.

Nathalie de Marcellis-Warin

A CIRANO Researcher and Fellow since 2003, Nathalie de Marcellis-Warin has been President and Chief Executive Officer of CIRANO since 2016, has been leading the Baromètre CIRANO project on risk perception in Quebec, which annually collects data on Quebecers' concerns on 47 social issues since 2011, is responsible of the CIRANO Pole on the Socio-economic Impacts of Digital Intelligence and Main Researcher of the theme Innovation and Digital Transformation. Nathalie de Marcellis-Warin is Full Professor in the Department of Mathematics and Industrial Engineering at Polytechnique Montréal. She is also a Visiting Scientist at Harvard T. Chan School of Public Health and an associate researcher at the Institute for Data Valorization (IVADO).

Holding a Ph.D. in Management Science (in risks and insurance management) from École normale supérieure de Cachan, her research interests focus on risk management and decision-making in different risks and uncertainty contexts as well as public policies. Her research combines economic analysis, cost-benefit analysis, survey data analysis, and more recently massive unstructured data analysis.

In 2008 she created the RISQH network to raise awareness and share experiences on risks management, and patient safety and quality of care in health care facilities.

She participated in the creation of the Montreal Declaration for a Responsible Development of AI.

She is also co-PI of the "Monitoring and Surveys" function at the International Observatory on the Societal Impacts of AI and Digital Technology.

She has published numerous scientific articles, several books and more than 30 reports for government and other organizations. She has given more than a hundred conferences and is regularly solicited to speak in the media.

Jean-Denis Garon

A CIRANO Researcher and Fellow since 2016, Jean-Denis Garon is Professor in the Department of Economics at the École des sciences de la gestion of the Université du Québec à Montréal. He is also at CIRANO.

Holding a Ph.D. in Economics from Queen's University, Ontario. his teaching and research focus on public economics, fiscal federalism, public finances and applied microeconomics.

Jean-Philippe Meloche

A CIRANO Researcher and Fellow since 2015, Main Researcher of the theme Territories, Jean-Philippe Meloche is Associate Professor at the École d'urbanisme et d'architecture de paysage of the Université de Montréal. He is also the Director of the École d'urbanisme et d'architecture de paysage of the Université de Montréal.

He is also Researcher at the Ivanhoe Cambridge Observatory of Urban and Real Estate Development, Member of the Réseau Villes Régions Mondes (VRM) and Member of the Sustainable Mobility Observatory.

Holding a Ph.D. in Geography from the Université de Montréal, he specializes in urban economics, local and regional economic development. He is particularly interested in the real estate market and urban infrastructure. His most recent research focuses on Quebec's local public finances and urban transportation.

Ingrid Peignier

Ingrid Peignier is Senior Director of Partnerships and Research Valorization and Projects Director at CIRANO.

A graduate engineer from École des Mines d'Alès (EMA) and holder of a master's degree in industrial engineering from Polytechnique Montréal, her fields of expertise mainly involve the identification, evaluation, management and communication of risks in various fields such as the transportation of hazardous materials and underground infrastructure failures.

Georges A. Tanguay

A CIRANO Researcher and Fellow since 2007, Georges A. Tanguay is Full Professor in the Department of Urban and Tourism Studies at the École des sciences de la gestion of the Université du Québec à Montréal.

Holder of a Ph.D. in Economics from Université Laval, his researches are in the fields of public economics, urban economics and sustainable development.

Georges A. Tanguay was a post-doctoral researcher in the Department of Economics and at the Institute for Canadian studies of McGill University. His researches have been published in renowned journals such as Public Choice, International Tax and Public Finance, Research in Transportation Economics, the Journal of Urban Affairs, Environment and Planning A and Canadian Public Policy.
