Julien Mousquès, French Health Economist, Research Director in the Institute for Research and Information in Health Economics (Institut de Recherche et Documentation en Economie de la santé, IRDES) (Paris) and Visiting Scientist in the Department of Health Care Policy, Harvard Medical School (Boston), will present during a lunchtime seminar.
As part of its health policy and reform of the organisation and delivery of primary care, since the end of the 2000s France has been supporting the professional dynamic for the development of Multiprofessional Group Practices (Maison de Santé Pluriprofessionnelles - MSPs), practices bringing together general practitioners, nurses, masseur-physiotherapists and other paramedical staff on the basis of a common health project. This involves in particular contractual agreements between the State, the Health Insurance and the MSPs in order to obtain funding for coordination at the level of the structure (add-on payment) in addition to the individual remuneration and mainly on a fee-for-service basis of self-employed health professionals. It is expected that MSPs will be an attractive framework for professionals to practise in and will promote efficiency gains.
To assess the attractiveness and sustainability of MSPs, M. Mousquès will present the results of work carried out with his colleagues Cassou Matthieu Cassou and Carine Franc on the estimation of the Impact of Multiprofessional Group Practices on the activity and income of general practitioners (fees and other income), based on tax and fee data, over the period 2008-2017, using a quasi-experimental design associating exact matching to a control sample and difference-in-difference estimates.
