The promotion of new organizational frameworks has become a preferred method of regulation in many sectors of activity. However, the effectiveness of this form of regulation is still poorly evaluated.
Olivier Baly's analytical work on the effects of regulatory mechanisms deployed during the 2015-2017 Transformation Plan of the French health system aims to help fill this gap. The objective of these measures was to adopt a new organizational framework - that of outpatient hospitalisation - in 196 French health establishments. The results of this study highlight two main determinants of the effectiveness of these devices: (1) their congruence in change management strategies adapted to the internal dynamics of organizations; and (2) the relevance of the proposed organizational framework to the ultimate objectives of public decision-makers. This research has theoretical, methodological and practical implications. On the theoretical level, it underlines the contingent nature of the effects of regulation through organisational change. From a methodological point of view, it proposes an innovative evaluative approach to identify the factors of this contingency. On a practical level, it provides the bearers of the organizational change thus regulated with recommendations in order to maximize their chances of success.
