Following the submission of her report on the performance of the care and services system for seniors in CHSLDs, the Commissioner for Health and Well-being entrusted two mandates to research teams in order to inform decision-making on the assessment of the functional autonomy of elderly people.
The CIRANO Pole on the efficiency of health services and policies has carried out a study which compares different analytical methods for estimating needs and the necessary staffing in CHLSDs before and during the first wave of the pandemic in order to offer results to inform public decision-making. The report, published in June 2023, is part of a broad research mandate that examines from various angles the situations of fragility that may have affected the performance of the Quebec healthcare system in its response to the pandemic. It was the subject of the first presentation by Roxane Borgès Da Silva.
In Quebec, the system for assessing the functional autonomy of the elderly is based on the Iso-SMAF standard. The Pôle santé HEC Montréal has carried out a comparative analysis of two systems: the Quebec system based on the Iso-SMAF standard, and interRAI, used in several Canadian provinces and territories, as well as in other countries. The report, published in May 2023, was the subject of a second presentation by Denis Chenevert.
The heads of the CIRANO Pole Roxane Borgès Da Silva and Carl-Ardy Dubois invited you to this workshop to discuss these two studies. The Commissioner of Health and Wellness, Ms Joanne Castonguay, provided the background to this initiative and discussed the recommendations.
