Biography

A CIRANO Visiting Fellow since 2024, Mr. Lévesque began his career as an economist with the Québec government in 1983, first with the Régie des assurances agricoles and then with the Ministère des Finances.

He joined Finance Canada in 1991 and rose through the ranks to become Associate Deputy Minister in 2004. Mr. Lévesque was promoted to Deputy Minister in 2006, first to Intergovernmental Affairs at the Privy Council Office, then to International Trade and as the Prime Minister's Personal Representative and Sherpa for Canada at the G-20, and finally in 2012 to Transport, Infrastructure and Communities Canada, a position he held until his departure from the federal public service in July 2015.

Subsequently, Mr. Lévesque first joined the International Economic Forum of the Americas and, in April 2017, he was appointed General Manager of Finance Montréal, the Quebec financial sector cluster.

Since 2020, he has devoted himself to teaching and consulting. He chairs the Public Policy Committee of the Association des économistes québécois and was appointed Senior Fellow of the CD Howe Institute.

Louis Lévesque graduated from Université Laval with a B.Sc. in Mathematics and an M.Sc. in Economics.
