CIRANO was present at the « Forum d'orientation de la recherche sur les impacts économiques des changements climatiques » organized by the Fonds de recherche du Québec, the Government of Quebec and Ouranos which gathered nearly 150 participants. Several CIRANO researchers participated in the workshops, including Justin Leroux (HEC Montréal / CIRANO researcher and Fellow and main researcher of the Sustainable Development theme) and Charles Séguin (ESG UQAM and CIRANO researcher).
Ingrid Peignier (Senior Director of Partnerships and Research Valorization at CIRANO) intervened as a panelist to underline the importance of taking into consideration the interdependence of sectors of activity and the economic structure of a region when assessing the economic impacts of climate change.

The Grand rendez-vous de l'innovation québécoise was the culmination of the consultations held in recent months on the next Quebec research and innovation strategy.
As part of this event, CIRANO and the Commission des partenaires du marché du travail (CPMT) organized the Workforce and Talent Forum, a morning of reflection and work on November 19 to define elements of action plans to stimulate innovation.

CIRANO collaborated to the panel of experts on the reflections of the budgetary rules in Quebec

Following the presentation of the 2021-2022 budget in March 2021, Quebec's Minister of Finance, Eric Girard, called upon the academic economist community to examine Quebec's balanced budget and debt reduction legislation and to propose ways to improve it.
CIRANO has been invited by the Chaire en fiscalité et finances publiques (CFFP) of the Université de Sherbrooke to contribute, along with the Comité des politiques publiques de l’Association des économistes québécois and the Institut du Québec, to the exchanges in response to the Minister of Finance request.

Michel Magnan, Distinguished Research Professor, Concordia University and Researcher and Fellow, CIRANO and Nathalie de Marcellis-Warin, Professor at Polytechnique Montréal and CIRANO researcher and CEO participated as panelists at the event.
During the opening speech of the «AMF Rendez-Vous», the CEO, Mr.Louis Morisset, presented the first results of the ongoing CIRANO study on the adoption of cryptoassets in Quebec.

Jean-Philippe Meloche, professor at the École d'urbanisme et d'architecture de paysage, Université de Montréal, main researcher of the Territories theme and CIRANO Fellow, was invited along with Harout Chitilian, vice-president of affaires corporatives, développement et stratégie à CDPQ Infra, and Karl Rettino-Parazelli, independent journalist, to discuss various issues related to the economics of transportation, the financing of public transit infrastructure, as well as finance and public policy in urban transportation and real estate development during the webinar « Infrastructure Financing and Public Transit » organized by the Association des économistes Québécois on November 16.

Workshop - Analyzing unstructured data to support decision-making

This workshop aimed to provide an overview of research projects conducted at CIRANO using unstructured data analysis methodologies and to present the possibilities offered by these tools to address certain issues.
Thierry Warin (HEC and CIRANO), Dalibor Stevanovic (UQAM and CIRANO), Robert Normand (CIRANO), Nathalie de Marcellis-Warin (Polytechnique Montreal and CIRANO) et Benoit Aubert (HEC and CIRANO) were present.
The second part of the event was intended for CIRANO's partners, to allow them to discuss their issues and challenges with CIRANO researchers specialized in data science.

After serving as Vice-Chairperson for two years, Mélanie Bourassa Forcier, Professor at the Faculty of Law of the Université de Sherbrooke, Main researcher of the theme Innovation and Digital Transformation and CIRANO Fellow, has been appointed interim Chair of the Patented Medicine Prices Review Board.
The PMPRB protects and informs Canadians by ensuring that the prices of patented medicines sold in Canada are not excessive and by reporting on pharmaceutical trends.

Roxane Borgès Da Silva, Associate Professor at the École de santé publique of the Université de Montréal, Responsible of the CIRANO Pole on the Efficiency of Health Services and Policies, Main researcher of the theme Demography and Health, Fellow and CIRANO Vice President, received the «Distinction Santé durable Coup de cœur 2021» award from the Association pour la Santé Publique du Québec (ASPQ).
This award recognizes annually the excellence and the positive impact of the work of an individual or an organization on the population. It is intended primarily for people working in public health, public policy, education-research and community organizations.

« Perceptions of Climate Change Risks and Quebecers' Behaviors: A Portrait at the COP26 »

In the context of the 26th United Nations Climate Change Conference (COP26) held in Glasgow from November 1 to 13, 2021, Nathalie de Marcellis-Warin, Full Professor at Polytechnique Montréal and CIRANO Fellow and Ingrid Peignier, CIRANO Senior Director and Project Director, have published an article in the Perspectives series: CIRANO Barometer on Risk Perception in Quebec "Perceptions of Climate Change Risks and Quebecers' Behaviors: A Portrait at the COP26".
This article provides important elements for the implementation of public prevention policies and, in particular, for encouraging behavioural change. The data presented provide a better understanding of Quebecers' perceptions of climate change and their concerns, as well as a portrait of their behaviours, whether we are talking about investment behaviours, transportation behaviours or behaviours with respect to a tax system for polluting emissions. The results show a general awareness of climate change.

| Benoit Dostie, full professor in the Department of Applied Economics at HEC Montréal, CIRANO Fellow, Genevieve Dufour, CIRANO Director of Major Collaborative Projects and Marius Vigne (HEC Montréal) presented the highlights of the CIRANO report « La formation liée à l’emploi dans un contexte de transformation numérique: état de la situation » (co-authored with Marius Vigne).
This research draws on two new modules added to the ELIA questionnaire on Skills Self-Assessment and Job-Related Structured Training. With this information, we examine the means used by Quebec workers to improve their skills, and compare these means to those used by workers in the rest of Canada. The results show that Canadian workers use a wider variety of means to train compared to Quebec workers.

| Jacinthe Cloutier, Assistant Professor in the Department of Agri-Food Economics and Consumer Sciences at Université Laval and CIRANO researcher and Marie-Claude Roy, lecturer at Université Laval, presented the highlights of the CIRANO report « Reducing Food Waste by Quebec Consumers ».
This report presents the results of a study that aimed to better understand consumer behavior regarding food waste and to identify the best strategies for reducing it. A literature review on existing strategies, a survey, a food waste diary and focus groups were conducted to propose solutions to reduce food waste in households as well as in service sector businesses. |

The Chaire en fiscalité et en finances publiques (CFPP) organize the launch of the 2021 edition of the Bilan de la fiscalité au Québec on January 14, 2022 from 11:45 am to 1:15 pm.
The event is organize in collaboration with the Association de planification fiscale et financière (APFF) and the Ordre des CPA du Québec.
Using briefly explained graphs and tables, the report identifies a series of important indicators of the Quebec tax system, its evolution over time, as well as interprovincial and international comparisons.
It will be moderated Stéphanie Grammond, chief editorialist of La Presse, the Quebec Minister of Finance, Mr. Eric Girard, as well as Luc Godbout, Professor of Taxation at the Université de Sherbrooke, Holder of the Chair, researcher and Fellow CIRANO will be present as speakers. |
